公投盟總召集人蔡丁貴為聲援前民進黨主席林義雄，號召民眾22日包圍立法院，要求停止興建核四，下午警民就爆發數波衝突，晚間蔡丁貴又帶領民眾移往鎮江街，大約10時30分左右，突然有民眾開始破壞拒馬，也警方以長棍透過拒馬打民眾，又再度爆發衝突。

大約有300多名民眾晚間移往鎮江街，不斷想拉下圍住立法院的拒馬，還藉著紅色塑膠椅、巧拼，想爬過拒馬，有幾道拒馬被民眾成功拆下，中正一分局局長方仰寧也到場坐鎮，以大聲公向民眾喊話，希望民眾能夠冷靜。
