俄疑只想掀亂 不出兵烏克蘭

（法新社莫斯科11日電） 部分分析家表示，俄羅斯總統蒲亭（Vladimir Putin）企圖激起烏克蘭東部俄語區不穩定局勢，以便維持在烏克蘭的影響力，但不會派兵到烏克蘭東部，重演併吞克里米亞戲碼。

俄國一直促使烏克蘭、烏克蘭的歐洲盟友及美國，同意烏克蘭採取聯邦制度，提供烏克蘭東部地區更多權力。

過去幾天，親俄激進人士占領烏克蘭東部主要城市多座政府大樓，不過俄國對此並未明顯支持。

蒲亭9日表示，希望俄國、歐洲聯盟、美國及烏克蘭之間的四方會談將有正面成果，顯示他不願升高與西方國家的正面衝突。

蒲亭昨天致函警告18個歐洲國家領袖，若烏克蘭不解決積欠的22億美元能源帳單，俄國仍會切斷對烏克蘭的天然氣供應。但他也表示，俄國可和歐盟合作，協助恢復烏克蘭慘澹的經濟。

政治專家集團（Political Expert Group）主席卡拉切夫（Konstantin Kalachev）告訴法新社：「克里米亞戲碼不會重演。」

卡拉切夫說，莫斯科頂多提供親俄分離主義人士後勤方面和精神上的支持。

部分分析家也說，烏克蘭東部多數人不贊同俄國介入，俄國硬要占領，恐怕會面臨巨大的政治和經濟風險。

美國總統歐巴馬昨天表示，若俄羅斯讓烏克蘭局勢升溫，美國及盟友應該要準備祭出新一輪制裁。（譯者：中央社盧映孜）
