俄國警告烏克蘭 勿動用武力

俄羅斯外長拉夫羅夫警告烏克蘭當局，不要在烏克蘭東部和南部地區使用武力，鎮壓親俄民眾的合法訴求。

據俄羅斯外交部網站刊登的通報說，拉夫羅夫與烏克蘭代理外長傑希察通電話時，呼籲烏克蘭採取緊急措施，讓烏克蘭所有政治力量和地區參與全國對話，並在考慮各方利益的情況下，進行憲法改革。拉夫羅夫表示，俄國願與歐盟和美國一道支持這一進程。

通報中說，拉夫羅夫重申了俄方對烏克蘭擺脫國內政治危機途徑的立場。拉夫羅夫強調，必須尊重烏克蘭南部和東部地區居民的願望，不允許對保障其語言、文化和社會經濟權利方面的合法要求，作出武力回應。

烏克蘭東部和南部地區的頓涅茨克和哈爾科夫州的部分民眾佔領州政府大樓，升起俄羅斯國旗，還將就主權問題舉行全民公投。盧甘斯克的部分民眾佔領州國家安全局大樓。

烏克蘭代行總統職務的議長圖爾奇諾夫說，政府將對東部地區佔領政府辦公樓的武裝分離分子，採取反恐行動。烏克蘭內務部宣布，已從烏克蘭其他地區調派特種部隊加強東部三個州的力量。
