高雄市甲仙區公所前財經課雇員曾偉煌，勾結廠商以冒名陪標方式，讓文紘營造公司取得2項搶修工程，圖利191萬元；放任廠商盜挖1萬7500立方公尺土石轉賣牟利。最高法院認為曾破壞自然環境，任廠商予取予求，依貪汙治罪條例圖利罪、竊盜罪，判處10年徒刑，褫奪公權3年，全案定讞。
