聯邦準備理事會（Fed）對銀行完成壓力檢測後，核准美國25家大銀行的資本計畫，可是駁回花旗等五家銀行的資本計畫。

聯準會說，花旗、北美匯豐、蘇格蘭皇家銀行集團旗下RBS公民財務集團，以及美國Santander控股公司的資金基礎「數量」不足，Zions銀行公司則是基本資金比沒有達到最低標準，未能通過壓力檢測。
